19 of Medvedev's twenty-one titles have been won on hard surfaces
A resurgent the Russian player claimed his first championship for 882 days with a win over Frenchman Moutet in the competition title decider.
The Russian, a former number one, has experienced a challenging season, winning just one win at the big events and experiencing a meltdown at the US Open.
Medvedev's inconsistency on the ATP Tour - and struggles with his service game in especial - led to him exiting of the world's top 10 and ultimately splitting with long-time trainer his previous coach.
Now training with Thomas Johansson and Goetzke, he has consistently advanced in the last few weeks - culminating in a hard-fought 7-5 4-6 6-3 victory over challenger Corentin Moutet.
It is his initial title since the 2023 Rome Masters and first on a hardcourt since that period of that year.
The win also indicates Medvedev has achieved twenty-one victories at twenty-one different competitions.
"For the first time I have attended a event with my two daughters at once, so to get a title is really nice," commented ranked player Medvedev.
"This championship is in tribute of my second daughter her name, because the first title I got when my child my daughter was born was for her."
The tennis star, the 2021 US Open champion, had failed in his last six finals, including in the German tournament previously this season.
The player's counter-punching strategy and recurring reactions on the playing surface had led some to question if his capacity to perform at the top level was finished.
However the athlete has altered his approach in the last few weeks, making an effort to come to the net and perform positively, reinforced by an improved service.
The champion recovered from a disadvantage in the first set against the difficult Moutet, securing 4 of the last five games to gain the advantage.
The pair traded service breaks in the following set before Moutet, striving for his initial tour victory, seized the initiative to force a final set.
Moutet defended four early-game opportunities in a close third set before the champion won the break to fifteen to close out the victory.
Fittingly, he secured the title with a rally at the net area, with his opponent failing to handle a shot after over two and a half hours.
