The British broadcaster engaged in a "serious breach" of media regulations by omitting to mention that the voice of a film about Gaza was the child of a Hamas administrator, according to British broadcasting authority Ofcom.
An probe by Ofcom into Gaza: How to Survive a Warzone has concluded that the programme was "significantly deceptive".
The chief executive of the broadcaster had already issued an apology, noting there had been "a major oversight in relation to factual correctness".
The regulator has directed the corporation to transmit a evening statement about its conclusions.
"Given this constitutes a significant violation of our code, we are directing the corporation to air a announcement of our determinations against it on the BBC's second channel at 21:00, with a timing to be confirmed," the regulator stated.
'Risk to Undermine Confidence'
The watchdog's announcement stated: "The inquiry we conducted concluded that the film's lack of disclosure that the voice's father occupied a role in the Hamas-run administration was materially misleading.
"Consequently that the audience did not have critical information which may have been highly relevant to their evaluation of the presenter and the information he provided.
"Trust is at the heart of the connection between a television network and its viewers, notably for a public service broadcaster such as the BBC.
"This error had the potential to damage the significantly high degrees of trust that viewers would have placed in a BBC factual programme about the conflict in Gaza."
The programme was removed from the online platform in the month of February after the narrator's personal associations were revealed, and in the month of July an internal BBC review found it infringed the corporation's editorial guidelines on truthfulness.
A BBC spokesperson stated: "The Ofcom ruling is in agreement with the results of the corporation's inquiry, that there was a major oversight in the film in relation to the broadcaster's journalistic policies on accuracy, which aligns with regulation 2.2 of the regulator's media standards.
"We have apologised for this and we comply with the authority's determination in its entirety. We will adhere to the sanction as soon as the timing and wording are confirmed."
